A system that places a maximum on the amount Americans can pay as a percent of their yearly income. This proposal is still in draft but the idea is that Americans should not have to pay more than X percent of their income towards health care. For example (but this is not yet an exact figure) someone making $100,000 would not be responsible for medical charges after 5% of their income. Simultaneously, someone making $40,000 would not be required to pay more than 5% of their income. The person making $100,000 would only have to pay $5,000 and the person making $40,000 would only have to pay $2,000 a year, this is similar to how our tax system currently works but serves as a substitute for a universal health care system if that proposal can not get passed.
